On December 10, the 2019 BRICS University League Annual Forum was held at Universidade de São Paulo (USP). Vice Chairman of the University Council, Quan Hai attended the forum and made a keynote speech on behalf of Chinese universities.

During the speech, Quan introduced the origins of Xiamen and BRIC, the cooperation between XMU and BRICS countries and the strategy of internationalization of XMU, and put forward suggestions on promoting practical cooperation in education among BRICS countries.
